FAQ
To use your health card (TS-CNS) to access online services, you must know your PIN. Your PIN is your personal key to secure, fast, and easy access to services, guaranteeing privacy, data security, and your identification.
The PIN issuing methods vary depending on the Region that issued the TS-CNS.
For further information, please consult the national Health Card System portal .
Once you have filled out the main form and reached the application management page, all the forms you fill out and the documents you attach will be saved and stored on the online service.
Your application will remain in progress, even if you log out of the portal, until you complete it or decide to delete it. You can then access the application management page again at any time to complete the submission.
To access the applications currently being filled out, you must log in to the Online Help Desk with your digital identity, open your Personal Area and click on the My Applications button.
Submitting some applications via the Online Help Desk requires an electronic signature to be added to the documentation.
If you don't know how to add an electronic signature to a digital document, follow these simple steps.
First of all you need a signature device
To generate electronic signatures, you need a secure signature-generating device (a smart card or USB token):
- If you use a smart card you need to have the appropriate reader connected to your computer
- If you use a USB token you need to insert it into one of the available ports and start the signing software .
...then you have to open the software you prefer for signing
The software must be able to interact with the signature device to manage it (for example, to change or unlock the PIN) and to generate signatures.
These are the most common, free and downloadable software from the Internet:
...what documents do I need to sign?
When completing an online application, it is clearly indicated whether a particular document or attachment must be electronically signed and by whom.
...which signature format should I use?
Except in special cases, the Telematics desk accepts all signature formats that Public Administrations are required to accept : CAdES (P7M), PAdES (PDF) and XAdES (XML).
...do I need to apply a digital signature or an advanced electronic signature?
When completing an online application, it is also clearly indicated whether a particular document or attachment must be signed with adigital signature or an advanced electronic signature .
When you add the required signature, remember that:
- The certificate present on the CIE and on the TS-CNS is an advanced electronic signature certificate.
- If you have a digital signature device available, you should apply a digital signature.

In Italy, the EC residence permit for long-term residents has effectively replaced the residence card.
Since 1 April 2007, the residence permit has been the residence permit issued to non-EU foreigners who are family members of EU citizens (and Italians) residing in Italy and who meet the requirements set out in Legislative Decree 06/02/2007, n. 30, art. 10 .
The long-term EC residence permit can be requested by non-EU citizens who have held a valid residence permit for at least five years, demonstrating availability of an income and suitable accommodation ( Legislative Decree 25/07/1998, n. 286, art. 9 ).
The EC residence permit for long-term residents:
- it is permanent
- It is valid as a personal identification document for 5 years
- its release is subject to passing an Italian language test.
The ISE (Economic Situation Indicator) and the ISEE (Equivalent Economic Situation Indicator) are two parameters that allow us to briefly assess the economic conditions of families applying for subsidized social benefits or facilitated access to public utility services, i.e., benefits whose provision depends on the applicant's economic situation.
The ISE concerns the family's economic situation as a whole.
The ISEE, instead, arises from the relationship between the ISE and the parameter derived from the Equivalence Scale based on:
- to the number of members of the family unit
- to the type of family unit: with disabled members, a single parent, etc.
